City of Houston Complete Communities plan lays out blueprint for Third Ward

In April 2017, Mayor Turner kicked out his Complete Communities Initiative. The concept is to connect five pilot neighborhoods with resources to implement quick-delivery projects, community action plan, a neighborhood toolbox and community leadership training in order to support themselves. While the concept appears straightforward, the goals and action steps have proven a bit more ambiguous. 

Third Ward, one of the five selected neighborhoods, has undergone noticeable changes over the last few years. The main thoroughfare was renamed to Emancipation Avenue along with a $33.5 million renovation of Emancipation Park. City leadership also announced a $13.9 million  HEB is slated for arrival at 288 and MacGregor. With so much focus on the community, many have began to wonder if not worry about the intended benefactors of such large investments. 

While there are plenty of outside investors clamoring to stake their claim, the Mayor’s Complete Communities Committee is tasked with working with community leadership. A task that has proven difficult over the last six to seven months. Third Ward is made of several factions all divided amongst a hodgepodge of leaders, some trusted and some self-designated, all demanding a seat at the table.

Former Washington Terrace Civic Association President, Jason Hyman is worked to connect groups and ensure the actual needs of Third Ward residents are addressed. At the Third Ward Complete Community Kick-Off meeting, Jason was able to connect with other planners and partners to represent Washington Terrace Civic Association.
